A Message from CEO Chellie Cameron: 

Hi Team PHL and PNE,  

This time last year, we were celebrating our record setting passenger volume and looking forward to our airline partners’ new routes. I don’t think anyone could have imagined the chaos that would begin just a few months later.  

As we near the last days of this most difficult year, I want to thank all of you for your efforts to keeping the airport open and operational amidst all the challenges 2020 presented. Working as a team, we adapted to many new health and safety protocols and collaborated on innovative solutions to problems posed by a relentless global pandemic, while maintaining a safe and welcoming environment for our guests, colleagues and stakeholders.  

We did all of this while under the overwhelming stress of witnessing continued acts of racial injustice, protests, a contentious national election and having children and loved ones at home adjusting to distance learning and remote working. I am constantly humbled by your strength.       

Recent COVID-19 surges and restrictions have setback the aviation industry again, but we enter 2021 with some hope. News of COVID-19 vaccines is promising. With vaccine availability, the world can begin to reopen to travel and we can continue on runway to recovery.

City of Philadelphia 2021 Employees’ Combined Campaign Now Underway 

The City of Philadelphia 2021 Employees’ Combined Campaign is underway. Through December 31, employees can donate to a cause they love—and have a chance to win a weekly prize.  

The Campaign gives employees the opportunity to contribute to pre-vetted charities using the convenience of payroll deduction, credit card or electronic check. All donors, no matter how they contribute, are eligible for the weekly prize drawings ($100 Visa gift card and a $100 donation to the winner’s charity of choice).

HR Updates

Rework Reminders 

On November 16, the City announced new “Safer at Home” restrictions for businesses, events and gatherings, and other activities, in response to the rising COVID-19 cases in Philadelphia.  The new guidance will remain in place through January 1, 2021.  

The Division of Aviation's Rework committee emphasizes the need to remain diligent about the implemented safety precautions listed below. Safety measures such as these continue to be important in keeping each other safe.  

Continue doing what we have been doing: 

  1. Virtual meetings 
  2. Working remotely unless absolutely necessary 
  3. Keep in contact with your supervisor for updates 

Physical distancing (6 feet) in common areas: 

Vehicles – see the Division of Aviation Safe Work Playbook for cleaning guidelines, vehicle occupancy and sign-in sheet procedures. 

 

  1. Employees should perform health screenings daily and temperature checks as needed. 
  2. Stay home when you are sick (send sick employees’ home). 
  3. Thermometers should be requested by supervisors from CSS (warehouse) 

Staggered or rotating shifts whenever possible 

Personal responsibility for keeping workspace clean 

  1. Wash your hands, do not touch your face and no shaking hands 
  2. Wear a mask 
  3. Watch your distance (6 feet) 

Alternative and flexible work schedules whenever possible 

Break rooms and pantries remain CLOSED for sit-down dining 

Always wear proper PPE (everyone MUST wear a mask)

Self-Quarantining, Employee Health Screenings, and COVID-19 testing 

Covid test tubeSelf-quarantine is the primary method of reducing COVID-19 exposure risk. To mitigate the risk of exposure in the workplace, employees are required to respond to a daily questionnaire regarding any possible COVID-19 symptoms or exposure prior to their start of work. Based on their answers to this daily questionnaire, employees may be required to remain out of work for a short time, self-quarantine, or adhere to strict social distancing and masking requirements while at work. Please refer to the COVID-Screening-Policy for City Employees ver. 2 issued August 4, 2020, for further information.  

Employees who meet any of the following criteria must notify [email protected] or [email protected] immediately, and will be required to self-quarantine for fourteen days:  

  • Employees who have symptoms of COVID-19 (fever, dry cough, shortness of breath) who are being evaluated as a person under investigation for COVID-19;  
  • Employees who are required to comply with a federal, state, or local quarantine or isolation order related to COVID-19;  
  • Employees who have been advised by a health care provider to self-quarantine due to concerns related to COVID-19; or,  
  • Employees who have come into close contact with an individual who has been diagnosed with COVID-19.  

Employees who have received a diagnosis of COVID-19 should follow the direction of their health care provider and directions of the Department of Public Health. Where possible, employees on self-quarantine who are well enough to work may work from home for all or some of this time in accordance with the Virtual Work Policy for City Employees

Celebrating Milestones and PHL/PNE P.R.I.D.E.  

Time flies when you’re having fun! Mark your calendars and plan to join the DOA on December 9, 2020 at 10:30 a.m. to celebrate employees with 15, 25, and 35 years of service to the City of Philadelphia. Staff members selected by their colleagues for demonstrating PHL/PNE P.R.I.D.E. will also be honored.The ceremony will be held at via Teams. To access the TEAMS meeting link, please register at www. W-2 Preparation - OnePhilly Self Service

With the year ending and for W2 preparation, Central Finance requests all employees to ensure their personal information is accurate. Review your Name, Social Security Number, and Address by logging on to Oracle Self Service. 

To do this, employees should visit https://essonephilly.phila.gov and go to Personal Information.   

Employees should update any incorrect information. For assistance, see page 11 on the OnePhilly Employee Self Service Guide to make updates. If you are unable to correct your information via the system, contact [email protected] or Schell Hatcher at 856-389-6176. 

Employees can also view their total compensation in Oracle Self Service. To do so, visit https://phila.city/display/ON/How+to+Calculate+Your+Total+Compensation.

OnePhilly Training and Information Sessions 

The Human Resources Staffing Unit will be conducting OnePhilly training and information sessions for all employees. This is a great opportunity for first-time users, employees that need a refresher, or employees that have encountered issues with logging in and password resets.  After the session, employees will be able to:    

  • Update personal information  
  • View, save or print paystubs  
  • Request employment verifications  
  • And much more!

“Thurs-Yay”! Water Cooler Conversations!

PHL/PNE is launching the weekly series “Thurs-Yay - Water Cooler Conversations!” to provide a virtual platform for employees to connect with one another socially.  By engaging in activities that promote self-care and talking about less stressful things, such as hobbies and personal interests, we hope to bring back a sense of community otherwise limited during the pandemic.  Hit the reset button and join us in PHL/PNE’s informal virtual break room every Thursday at 2 p.m.  Join us weekly for various activities and conversations. Bring a colleague!

PHL, through EAP provider Penn Behavioral Heath, is offering a mental health wellness series in order to help employees express and deal with the day to day experiences of living through these extraordinarily stressful times. An abundance of information which we see on a daily basis and adjustments in how we work during the COVID-19 pandemic can feel overwhelming. Taking care of ourselves is necessary so we are equipped to help our families and loved ones.

FLEX SPENDING ACCOUNT DEADLINE EXTENDED THROUGH 12-31 

Dependent Care - Unused balances from 2019 will remain in your account until December 31, 2020.  Employees may submit eligible expenses to WageWorks for reimbursement until December 31, 2020.  There will be no “Carry Over” provision to the next year (in 2021) of unused balances remaining (from 2020). 

Health Care – remaining “carry-over” balances, up to $500, were transferred to employee’s 2020 HCFSAs in June.  Remaining 2019 balances more than $500 remain in employee’s 2019 HCFSA.  Both balances are available for reimbursement of eligible 2019 expenses.  Expenses submitted for reimbursement more than the balance remaining in employee’s 2019 HCFSA account are eligible for reimbursement.   

Employees must contact WageWorks customer support at 1-877-924-3967 to request transfer from 2020 HCFSA.

Since its establishment in June, the Division of Aviation’s Racial Equity Advisory Council (REAC) has been working to strengthen diversity and accelerate a culture of belonging throughout the airport. The REAC members are passionate, dedicated and represent a diverse cross-section of departments and roles within the organization. PHL Sponsors March of Dimes Transportation Building & Construction Awards Luncheon

March of Dimes LightsPHL was a proud platinum sponsor of  2020 The March of Dimes Transportation Building & Construction Awards Luncheon, which took place virtually this year. Api Appulingam Deputy Director of Aviation- Capital Development is a board member of the organization which helps fund vital research, important community service and educational programs designed to fight infant mortality, premature birth, and birth defects in Southeastern Pennsylvania. 

“I’m incredibly proud to serve on the luncheon board on behalf of the Division of Aviation,” said Api Appulingam. “March of Dimes makes a real difference for moms and babies and to know that the Division of Aviation supports this organization means a lot to me.”  

In 2019 CEO Chellie Cameron was honored with the Transportation Building and Construction Award. Over the past twenty-seven years, the March of Dimes Luncheon has raised over 7 million dollars for the March of Dimes Eastern Pennsylvania/Delaware/Southern New Jersey Territory. 


Mayor Kenney Appoints Michael A. Rashid New Commerce Director

Michael A. Rashid, President of Michael A. Rashid Associates and former CEO of AmeriHealth Caritas, is the City’s new  Commerce Director. He joined the Commerce Department on November 30, succeeding Sylvie Gallier Howard, who had held the role of Acting Commerce Director since March. 

Michael A. RashidRashid comes to the City with decades of experience in the private sector—having dedicated his career to ensuring that those most in need have access to health care. While serving as CEO of Total Health Care in Baltimore, one of the nation’s first managed care plans, he helped pioneer the managed care industry. He also held numerous leadership positions prior to becoming President and CEO of AmeriHealth Caritas, a national leader in Medicaid managed care and other healthcare solutions, in 2010. Under Rashid’s leadership, the company doubled the size and scope of its full-risk Medicaid health business and expanded its employee base from 2,400 to approximately 4,000. From 2013 to 2015, he served on the Obama Administration’s National Council on Minority Health and Health Disparities.



In February 2020, Mayor Kenney appointed Gallier Howard as Acting Commerce Director; she assumed the position in March after the departure of Harold T. Epps. Gallier Howard led the Department of Commerce through one of the toughest times for Philadelphia businesses in recent memory, including mandated business closures resulting from the COVID-19 pandemic, plus periods of civil unrest. Under her leadership, the department collaborated with various partners to support small businesses, including a $13.3 million Relief Fund for businesses impacted by COVID-19, a $1.6 million grant program for businesses affected by civil unrest, and the distribution of 10,000 personal protective equipment (PPE) kits to neighborhood businesses. In 2017, she played a lead role in developing Philadelphia’s bid to Amazon for the HQ2 search and she recently spearheaded a $1 million Call For Ideas to support workforce development opportunities for vulnerable populations. Gallier Howard plans to leave the City after a brief transition period to return to consulting on economic development policy, organizational strategy, and leadership development, working to support individuals and organizations who are revitalizing our communities—a passion she has long held.


SEPTA Pass Purchase Instructions for December 

SEPTA staff is selling December transpasses and trailpasses at the former Travelex location in the A/B Connector through Friday, December 5. Hours of operation will be 9 a.m.-5 p.m., Monday through Friday only. Anyone purchasing a SEPTA pass must have a valid airport ID and pay by cash. 

Plans for future SEPTA pass sales are being finalized. Watch for an announcement as soon as plans are complete.  


Employee Parking Update- Bartram Avenue Lot Closing December 31 

PHL’s Bartram Avenue employee parking lot will close indefinitely on December 31, 2020.  All badged employees can continue to park free of charge in the upper levels of PHL’s garages, regardless of how many days they will be parked in the garage.  Employees should pull a ticket to enter the garage and then show their badge when exiting. Employees without their badges will be charge the appropriate daily rate.  

The Cargo City parking  lot shuttle service will end December 15. The lot will remain open for employees that are able to walk to their job locations.  

All employees are reminded to follow the posted  speed limit and all safety regulations when using the garages.

Holiday Travel Update

More than 351,000 passengers were expected to pass through the PHL during Thanksgiving Week, November 23-29, with Wednesday, Saturday and Sunday slated to host more than 40,000 passengers each day. 

PHL has produced a video to help guests safely navigate the airport and learn about recent health and safety improvements.

PHL Snow Team get Ready for Winter Weather

The PHL snow team – a proud group of workers who take care of all the plowing, brooming, shoveling and surface treatment to keep the airport open and functional during snowstorms – have been preparing for the inevitable winter weather visits by Mother Nature. Alfonse’s checklist includes making sure the vast fleet of snow removal equipment is functional, the supplies of liquid and solid deicer, sand, and rock salt are sufficient, teams are organized, long-range forecasts are studied, and the crews get familiar again with the carefully choreographed process of clearing snow from over 30 million square feet of runways and taxiways.
