Department Of Aviation Hosts 12th Business Opportunity Forum

More than 500 representatives from large firms, small businesses, and minority-owned and disadvantaged business enterprises and organizations attended the City of Philadelphia Department of Aviation’s 12th annual Business Opportunity Forum (BOF), “Boarding Pass to 2026 and Beyond,” to close the City’s 40th annual Minority Enterprise Development (MED) Week at the Airport Marriott Hotel on October 11.  

“This special moment for our city and our airports presents an opportunity for local businesses in our community to travel with us as we take part in all of the exciting developments that are centered in Philadelphia.” said Department of Aviation CEO Atif Saeed.

Participants explored current and upcoming opportunities at Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE), as well as the Department of Aviation's diversity goals and initiatives.  

Saeed shared insights from a new Economic Impact StudKenyatta Johnson, Katherine Gilmore Richardson, Atif Saeed, Monica Taylor, Rachel Branson, and Regina Youngy that the airports generate $18.7 billion annually in economic impact, support over 102,000 jobs, and contribute $6.1 billion in earnings. The report also highlighted growth since Fiscal Year 2020 in minority, women, and disadvantaged participation in Department contracts, reaching 32.5% (or $45.6 million). Additionally, the Airport Concessions Disadvantaged Business Enterprise (ACDBE) program also surpassed its goal, achieving 38% with $94 million in gross receipts in Fiscal Year 24. The airport workforce also reflects Philadelphia’s diversity, with 64% of nearly 17,000 employees identifying as Black, Hispanic, Asian, or from other backgrounds.  

In addition to Saeed, guests were greeted by Director of the Mayor’s Office of Minority Business Success, Rachel Branson, Philadelphia Council President Kenyatta Johnson whose district encompasses PHL, Philadelphia Councilmember At-Large Katherine Gilmore Richardson, Delaware County Council Chair Dr. Monica Taylor, Pennsylvania State Representative Regina Young. Speaker of the Pennsylvania House of Representatives Joanna McClinton, Senator Anthony Hardy Williams, and Senator Nikal Saval shared video greetings.  

“Your net worth is your network” stated  Gilmore Richardson, urging attendees to take advantage of the resources available at the event.  

Participants engaged in three insightful panel discussions with airport leaders, covering key topics such as Diversity Initiatives and Opportunities, Facilities, Operations, and Construction, as well as Guest Enhancements. They learned about the diverse range of opportunities available at PHL and PNE through the Department of Aviation and its stakeholders.  

The Forum provided a great chance for attendees to network with local business leaders, prime contractors and representatives from all of the airports’ departments. By connecting directly with prime contractors, attendees gained insights into contracting opportunities and requirements while also showcasing their own skills. This environment encouraged the sharing of ideas and resources, helping local businesses build important relationships for future growth.

The sheer volume of talent, diversity, and opportunity that showed up for this year’s BOF demonstrates how the city, its airports, and businesses are excited and ready to welcome the world to Philadelphia now, in 2026, and beyond!
