The City of Philadelphia Division of Aviation (PHL) is dedicated to ensuring that there are opportunities for participation by minority, women, disabled and disadvantaged business enterprises (M/W/Ds/DBEs) on work that takes place at the airport. To ensure that PHL creates an environment that supports and encourages M/W/Ds/DBE participation, we have developed a coordinated plan to deliver innovative approaches that seek to mitigate barriers and provide better access. PHL has established its FAA Small Business Element, or Small Business Participation Plan (SBPP), which has provisions for race-neutral subcontracting goals, reduction in size of prime contracts (a form of unbundling) and addressing unbundling contract requirements. Other innovations and overarching strategies facilitated by the Office of Business Diversity (OBD) at PHL will include:
