PNE Improvement Projects Update

The Department of Aviation is working on several critical projects at Northeast Philadelphia Airport (PNE) that are finished or are expected to be finished this summer. These renovations are being completed by contractor James D. Morrissey. This streamlined approach to project management suggests efficiency in coordinating multiple initiatives and maximizing resources, demonstrating a commendable commitment to timely delivery and operational effectiveness.

PNE SidewalkThe replacement of the sidewalks along Academy Road was the key focus of the PNE projects. This initiative involved replacing approximately 1,665 feet of public road sidewalks and included excavating the existing sidewalk, installing new concrete, and widening the pathway to a span of five feet. The sidewalk was completed within approximately one week, with the project having been initiated and approved toward the end 2023. Contractors are also making progress with the installation of 10 new ADA ramps in front of the main entrance to Atlantic Aviation, on the Ashton Road side of PNE. The new ramps, which will meet current ADA requirements, are expected to be completed by the end of May.  

The third upgrade project taking place at PNE this spring involves the installation of a flap gate on the security perimeter of the airport. This gate, which operates similarly to a tide gate, will regulate the flow of water and prevent wildlife from entering the airport grounds, particularly in an area where a stream passes under a public road and into the airport’s premises. This initiative is a collaboration between the Department of Aviation and the Department of Streets.

Crews are also reconstructing a 1200-foot-long drain alongside the main southwest ramp. The drain is being completely removed and rebuilt using a mix of concrete and grass filling.

In a longer-range project, James D. Morrissey has initiated the second phase of the rehabilitation project for 6-24 Taxiway L, a key parallel taxiway to PNE’s busiest runway, Runway 24. Covering a length of approximately 5,000 feet, this reconstruction is divided into three phases that span three years and involves removing the existing structure and replacing it with a gravel base, concrete, and asphalt using a modern technique called Full Depth Reclamation (FDR). This method ensures a sturdy pavement, as demonstrated in the successful completion of a similar project for Runway 24.  

The first phase of the Taxiway L project, which included the reconstruction of 2,000 feet of pavement, was completed last year. Phase two, which is currently underway, involves reconstruction of an additional 2,000 feet of pavement. The remaining 1,000 feet of pavement will be reconstructed in Phase three, which will take place in 2025.
